The park opens at 7am, too late to take photos at dawn. The rangers will open the park gate earlier for you, if you buy your special privileges, for a fee of $50/hour... (the normal entrance fee is $3, valid for 6 days !)
I heard that some people manage to get inside the park without bribing the rangers, through the unofficial entrance mother Nature has kindly created (see the dune spiling over the fence above), about 2 miles south of the main entrance. This unofficial entrance is, of course, not recommended ( it is also 1 mile from the border control station on hwy 70, and in the middle of the missile test range).
